All medications do not say help open air sacs. That is my problem.

Almost all the inhaled medications available are designed to open up airways. There's nothing available that will change the damage already done to the alveoli, which are the air sacs in the lungs. I suggest you go to www.copdfoundation.org and search for COPD 101 which is a series of videos. The fourth one of the series explains the mechanics of breathing and discusses the bronchial passageways and the alveoli and I think once you understand better what happens to the alveoli, the whole business of breathing will be clearer.
