I think you misheard your pulmo. National statistics from the CDC indicate that about 25% of people who get COPD have never smoked. The basic statistics are: of the people who smoke, about 30% develop COPD. Of the people who have COPD about 25% of them never smoked.

I have heard many times they get it without smoking or they get it from second hand smoke.
