If you're sensitive to lactose, they certainly can seem to exacerbate COPD symptoms. I think it depends on the person, and the only thing I can suggest is that you try and see what happens to YOU and go with that. What happens to someone else is useless, because your response might be totally different and you'll never know unless you try.
Every BODY is different. The myth about dairy products causing more mucus has long been busted. If anything, the thickness of milk probably makes us think we are thirstier afterwards, but does very little to affect the Respiratory process. If anything, we are probably on the dry side before drinking the milk. We could all use more hydration as well, for sure.
