It's not a question of which is the best inhaler for chronic bronchitis, it's which inhaler is best for you and where you are in the progression of your disease. None of the inhalers are specifically for either chronic bronchitis or emphysema; they are all designed to improve your breathing and make the work of breathing easier. If your disease is in the moderate to several stage, a combination of long acting beta agonist (LABA) and muscarinic agent (LAMA) are usually prescribed. Examples of these are Anoro, Stiolto, Bevespi or Utibron. If you're very severe and those aren't doing a great job, an inhaled corticosteroid is sometimes prescribed. Pulmicort and Qvar are examples of ICS.
