It looks like a combination of a device like an acapella or an aerobika and something that strengthens the muscles used in breathing. As BillyBrown said, it works well for helping him clear the mucus from his lungs. If you do have difficulty clearing mucus, this is something you could try. The aerobika and acapella devices will do the same thing and I believe they are less expensive.
As to whether it will also strengthen the breathing muscles, you'll have to see. It won't hurt you, but you're going to have to decide whether it will help you.
