Cool air suppresses coughing etc vs hot air which is dry.

I also seek out cold air and will sit in my garage a few minutes to ease my breathing. I also run the fan on high in my car when I first start driving. The feeling of cool air and cool moving air is soothing.

COPD improves with an optimum Humidity. In fact, in very dry places doctors recommend a humidifier. The humidity makes the mucus loose and eases the lungs, whereas hot dry air solidifies the mucus and blocks the breathing. Very cold or frosty environment is equally rarified and breathing becomes difficult.

Hot and dry air also raises more dust...
In air below 12°C lungs try to conserve core temperature by "closing" up.
