it's an air oscillating device like an Aerobika or an Acapella. It's used to loosen the mucus in your lungs so it can be coughed up and out. People who have serious problems with mucus production and expelling it use them to help them get rid of the mucus on a daily basis. Some people find them very helpful and others not wo much.
